The Jigawa State Zakkat and Waqf Network (JIZWAN) has taken a significant step towards promoting transparency, accountability, and ethical principles in health financing with the development of an Ethical Health Financing (EHF) Advocacy Brief.
The initiative, funded by the UK International Development and facilitated by Lafiya-Palladium, aims to improve healthcare services for the people of Jigawa State.
A 3-day workshop was held at Tahir Guest Palace in Kano from November 3rd to 6th, 2025, where stakeholders gathered to review progress, develop a draft advocacy pack, create a state advocacy plan, and draft case studies of performing local governments.

Dr. Mahmud Yunusa, Chairman of JIZWAN and Sa’in Dutse and Chief Imam 744 Juma’at Mosque, emphasized the importance of dedication and sacrifice in achieving the objectives of the EHF initiative. He urged community members to invest in waqf, highlighting the rewards in this life and the hereafter.
Dr. Adamu Imam, facilitator of the program, explained that the advocacy tool kit is a collection of resources and materials used to inform, educate, and engage stakeholders in advocating for a specific issue or cause.
He outlined the way forward, which includes collaboration with relevant stakeholders to strengthen waqf management, enhance resources mobilization, and ensure accountability and transparency.
Professor Aminu Muhammad, a participant and member of JIZWAN, commended the efforts of Lafiya-UK programme for facilitating and coordinating the humanitarian network across Jigawa State.

He noted that EHF is a community-based initiative model that empowers communities to contribute and manage resources to increase access to quality healthcare services.
Other committee members also shared their thoughts on the workshop. Dr. Ahmad Ibrahim, a member of the JIZWAN secretariat, praised the facilitators for their excellent presentation, saying, “This workshop has been enlightening, and I believe we have gained valuable knowledge on how to develop an effective advocacy plan for EHF in Jigawa State. I look forward to sharing this knowledge with my colleagues and implementing it in our daily activities.”
Alhaji Muhammad Suleiman Kogunan Dutse, a traditional leader and member of JIZWAN, added, “As a traditional leader, I am impressed by the initiative and the commitment of JIZWAN to improve healthcare services in Jigawa State. I pledge my support to the implementation of the EHF advocacy plan and urge other traditional leaders to do the same.”
The workshop achieved significant success in developing the advocacy plan for JIZWAN, with participants committing to collaborate and promote transparency, accountability, and ethical principles in health financing for the betterment of Jigawa people. With 13 local governments already registered, the remaining 14 are expected to complete their registration soon.
The development of the EHF Advocacy Brief is a crucial step towards improving healthcare services in Jigawa State, and JIZWAN’s efforts are expected to have a positive impact on the lives of the people.
